What are Rules 9.1 and 9.2? (Special Passing Rules)

If your marksheet says "PASS (*Rule 9.1 Applied)" or "PASS (*Rule 9.2 Applied)", there is no need to worry! It simply means the West Bengal Council of Higher Secondary Education (WBCHSE) has applied their special beneficiary rules to help you pass. The two rules are explained simply below:

Rule 9.1 (Grace Marks)

If a candidate fails a Compulsory Subject by a margin of up to 2 marks, the Council awards them grace marks to help them pass. However, there is a condition: these 2 marks are deducted from the theory paper where the candidate scored their highest marks and transferred to the failing subject to secure a "Pass".

Rule 9.2 (Subject Interchange)

If a candidate unfortunately fails in one of their 3 main Compulsory Elective subjects but successfully passes their Optional Elective (4th Subject), the Council applies this rule. The board interchanges the failing compulsory subject with the passing optional subject, officially declaring the student as "Passed" overall.

Term on Marksheet Full Form What does it mean?
FM Full Marks The maximum marks assigned to a particular paper or exam. (e.g., 40 marks for the Semester III theory paper).
PM Pass Marks The minimum marks a student must score to pass that specific paper. (e.g., 12 out of 40).
OM Obtained Marks The actual marks secured by the student in that examination.
Semester-III Semester 3 (September Exam) The first board examination of Class 12, consisting primarily of Multiple Choice Questions (MCQ).
Semester-IV Semester 4 (February Exam) The final board examination of Class 12, consisting of Short Answer and Descriptive Questions.
Project / Practical Project & Practical Work Marks awarded by the school for internal projects or practical lab exams, usually out of 20 or 30.
Total Total Marks The combined sum of marks obtained in Semester-III, Semester-IV, and the Project/Practical for a specific subject.
Grade Overall Grade A letter grade (like A+, A, B, C) awarded based on the total marks secured in that subject.
Percentile Percentile Rank A metric that shows how a student performed compared to all other students in the state. (Note: This is not a percentage).
Agg. Marks/ Grand Total Aggregate Marks Grand Total: The sum of marks obtained in the best 5 subjects. This determines the final overall result.

A Quick Example to Understand:

Let's say in English (LANG_1), you scored:

  • Semester-III (FM: 40): You got 30 (OM)
  • Semester-IV (FM: 40): You got 32 (OM)
  • Project/Practical (FM: 20): You got 19 (OM)

Your Total Marks for English would be: 30 + 32 + 19 = 81.

About WBCHSE & the New Semester System

The West Bengal Council of Higher Secondary Education (WBCHSE) governs higher secondary education across West Bengal. Starting from the academic year 2025–26, the WBCHSE has introduced a modern semester-based examination system for Classes 11 and 12, replacing the traditional annual examination format.

Under this restructured system, the two-year higher secondary curriculum is divided into four semesters. Semesters 1 and 2 cover Class 11 and are evaluated at the school level. On the other hand, Semesters 3 and 4 cover Class 12 and are evaluated through official board examinations. The final Higher Secondary (HS) result and certification are based on the cumulative performance in the Class 12 board exams (Semesters 3 and 4 combined).

Semester 3 vs Semester 4 – What is the Difference?

The two Class 12 board examinations differ significantly in their format and testing approach:

  • Semester 3 (September Exam): This examination consists entirely of Multiple Choice Questions (MCQs). It is designed to test a student's analytical and reasoning abilities.
  • Semester 4 (February Exam): This examination includes Short Answer Questions (SAQs) and Descriptive Questions (DQs). It is designed to assess conceptual understanding and in-depth writing skills.

Together, the marks from both semesters are combined to produce the final Higher Secondary result.
